A Message From FPS Superintendent Michael J. Testani - Cell Phone Usage In School

Dear Fairfield Public School Families,

Welcome to the 2024-25 school year. The beginning of the school year brings so much excitement and optimism, but also challenges. As we continue efforts to provide a safe, supportive, and productive learning environment for all students, I want to address an important issue impacting districts across the country, including ours—excessive cell phone usage by students.

While technology plays an essential role in our daily lives, excessive cell phone use can have significant consequences. Research shows that constant cell phone use can lead to distractions in class, lower academic performance, and reduced social interactions with peers. Additionally, it can expose students to online risks and contribute to feelings of anxiety and stress.

Recently, The State Board of Education unanimously adopted policy guidance for restricting cellphone use in Connecticut schools. To ensure that our students remain focused and engaged in their studies, FPS will continue to implement the following guidelines regarding cell phone usage during school hours:

Restricted Use During Class: Students will be required to keep their cell phones turned off and stored in designated areas during class times. This will help minimize distractions and promote active participation in learning activities.

Designated Break Times: Cell phone use will be permitted at the high school level during specific break times, such as lunch and in designated areas. This allows students to stay connected while ensuring that their academic time remains uninterrupted.

Emergency Communication: In the event of an emergency, families will be notified via ParentSquare as soon as possible. To enable first responders to access school property and secure the area, students should remain off devices until the situation has been cleared by emergency personnel. This allows for safety directions to be clearly heard by students and staff.

If families need to reach their child during school hours, we ask that they contact school front office staff.

Monitoring and setting healthy boundaries around smartphone and social media use can help mitigate negative impacts on our children’s well-being. For resources and information please visit the Mental Health Resources page on the FPS website and scroll down to the Social Media section.

We are committed to working together with families to ensure that students develop healthy and responsible cell phone habits. If you have any questions or concerns, please do not hesitate to reach out to your school principal.

Thank you for your continued support and partnership in your child’s education.

Sincerely,

Michael J. Testani
